I recommend https://www.iterm2.com/
I’ve been using that forever on my mac.
I set the telnet url to point to iterm2 from RCDefaultApps (download at http://www.rubicode.com/Software/RCDefaultApp/) it’s really old and hasn’t been updated in forever, but still works really well.

Did you by any chance associate the Telnet URL with the iTerm2 app using RCDefaultApps? Can you take a screenshot of the setting?
As an alternative, you can use Web Telnet feature. The Web Telnet feature can be set as a default in the preferences link or from within an active lab exercise, mouseover the Help button and select the third item in the list, Switch to Web Telnet.

I have been battling the same problem and have just found the solution.
In iTerm2 you just need to set the profile to run a command /usr/local/bin/telnet $$HOST$$ $$PORT$$
I also used schemes handled at the bottom to assosiate the profile with telnet URLs but this probably wasn't required.
If you are using iTerm2 for other things you may want to add a new profile dedicated to telnet but at the moment I have no plans for using iTerm2 for anything else.

Here is my work around for this
Click an icon you want to connect to within Cisco Learning Labs
You will get this popup message from Safari:
Select "Allow"
You will then get a popup message like this (the IP and port will be different):
You are going to click "Don't Allow" here.... BUT BEFORE YOU DO.... highlight the IP address and port number and hit copy (CMD-C)
Then open a new terminal window.
Type telnet and hit paste. You'll need to remove the colon between the IP and Port number but it should allow you to connect to the device.

Tom Jan 9, 2018 1:48 PM (in response to Stephen Dugan)I was able to get telnet to launch properly by installing telnet using homebrew. I then made a symbolic link from the telnet in /usr/local/bin to /usr/bin. I had to disable System Integrity Protection on the mac first. I still have the issue that the telnet connection times out. your mileage may vary.

Contains the "old" version of Telnet for OSX and instructions on how to put it back and to create links for the OS to use the links.
You will need to disable SIP temporarily for this fix to work because the area of the OS you are changing is protected.
