Yes, u can take he CCNP exam before CCNA ,
and true Cisco will not award u cert until u pass CCNA or have CCIE,
Note, It is easier to take CCNA before CCNP. why you want to go NP before NA?
CCNP is 3 exams cert which must be taken within 3 years of passing 1st CCNP one.

Yes, you can, but you have no advantage of that. In case you have passed all 3 CCNP R&S exams within 3 years, and you are missing the prerequisize CCNA R&S certification, you won't get CCNP certification. But if you alreay have CCNA R&S certification, that will be renewed by every passed CCNP level exam. So if you are already CCNA R&S certified, and you pass your first CCNP R&S exam just before your CNA certification would expire, your CCNA certification will be renewed for another 3 years without the need for you to pass ICND2 again. On the other hand, if you have passed the 3 CCNP R&S exams, you also have to fullfill the prerequisite CCNA R&S certification within those 3 years ...
So (in my opinion) there are advantages of first getting CCNA R&S certification, because you will get more time (since your CCNA will be renewed automatically with every passed CCNP level exam) ...
Actually, I already have CCNA but expired.
On the other hand, I don't know if I can pass the CCNP.
So I want to try CCNP first, if I pass the CCNP, I will take the CCNA exam to obtain the certificate; if I fail the CCNP, I won't take the CCNA exam..................that's why I ask this question
I would suggest to renew your CCNA first (with passing ICND2), because only still valid CCNA certifications will be renewed by passing a CCNP level exam. So i would renew the CCNA R&S first before starting CCNP R&S ...
